UNHCR Reports Protection and Documentation Gains for Displaced Haitians in Q3 2026
Agency factsheet details civil registration, training and protection monitoring across Haiti from July to September.
The UN refugee agency (UNHCR) has published its Haiti factsheet covering July through September 2026, outlining protection and documentation efforts for internally displaced persons amid continued insecurity, according to UNHCR and ReliefWeb. In July, UNHCR partner OCNH and the Civil Registry Office in Hinche city signed an agreement to provide free issuance of civil status documents to 400 internally displaced persons, aimed at strengthening access to legal identity and reducing documentation-related protection risks. On World Humanitarian Day, UNHCR joined a community discussion organized by partner ODELPA on challenges facing humanitarian actors amid insecurity and growing needs. In August, the agency delivered a training session during the Haiti Summer University, organized by the Haitian Institute for Human Rights, focused on international protection, refugee rights and asylum procedures. On 21 September, UNHCR took part in the Citizen Forum for Peace, organized by the Office de la Protection du Citoyen and the UN Country Team, to mark the International Day of Peace. UNHCR and partners also conducted protection monitoring missions to Belladère, Ouanaminthe, Cap-Haïtien and Kenscoff to assess displacement trends, supporting birth registration and facilitating access to birth certificate extracts through ICDH coordination with the National Archives. CERF-funded activities strengthened partner capacity and referral pathways.
