UN Unveils Updated Anticipatory Action Framework for Haiti's Storm and Hurricane Season
OCHA-facilitated plan sets forecast-based triggers and up to $8 million in CERF financing to pre-position aid ahead of cyclones.
Humanitarian agencies have published a revised anticipatory action framework for storms and hurricanes in Haiti, according to reliefweb.int and OCHA (unocha.org). The framework was developed through an anticipatory action working group comprising Haiti's General Directorate of Civil Protection (DGPC), the Hydrometeorological Unit (UHM), the Haitian Red Cross, UN agencies and international NGOs, facilitated by OCHA Haiti. UNDP ranks Haiti first in the global climate risk index, with some 96 per cent of the population exposed to climate-related hazards. The monitoring period covers the 1 June to 30 November Atlantic hurricane season, extended through December. The trigger mechanism combines two forecast-based triggers with an observation-based trigger, using rainfall and wind-speed indicators and data from NOAA NHC, CHIRPS-GEFS and NASA IMERG. Forecast-based triggers cannot activate less than 48 hours before predicted impact. Up to US$4 million from the Central Emergency Response Fund is available per activation, with the Emergency Relief Coordinator committing to support up to two activations per season. A second activation requires at least 30 days' elapse. Planned responses include WFP cash transfers for an estimated 55,109 people, UNICEF WASH and dignity kits, and IOM evacuation and shelter support covering 50 emergency shelters and targeting 15,000 people across multiple departments.
