Humanitarian organizations are using multipurpose cash assistance to support displaced families in Haiti's Artibonite department, according to Acted. The Rapid Response Mechanism (RRM), run by a consortium of Acted, AVSI and IMPACT Initiatives, has provided cash transfers to 11,135 families, the agency reported. Since 2024, the program has transferred 3.28 million dollars directly to 55,675 beneficiaries. The International Organization for Migration (IOM) recorded 183,654 internally displaced people in the Artibonite in August 2026, up from 158,358 in May, a rise attributed mainly to armed conflict spreading to new communes in 2026. According to Acted, the unconditional multipurpose cash assistance (MPCA) lets households decide their own priorities, with spending focused on food, education, health, shelter repair, non-food items and repaying debts incurred during displacement. The 240 USD transfer amount is calculated using IMPACT Initiatives' Joint Market Monitoring Initiative data, with market functionality confirmed by the World Food Programme (2026). A study by IMPACT in Saint-Marc and Marchand-Dessalines found negative coping strategies, such as reducing meals, were nearly halved, and the aid did not drive inflation. The consortium works with multiple financial service providers to multiply withdrawal points in an insecure environment, and provides certified badges for beneficiaries who lost identity documents during displacement.
