A roundup of Haitian developments reported by HaitiLibre and FEWS NET on October 16, 2026 covers security, displacement, diplomacy and agriculture. In Gressier, several members of the "103 zonbi" gang were fatally wounded during operations by law enforcement coordinated with the Gang Repression Force (FRG), according to City Hall Director General Claudy Alexis, who said authorities reclaimed several areas and destroyed boats used for extortion at sea. In the Artibonite department, at least 10,197 people were displaced by armed gang attacks in Gros-Morne between September 28 and October 13, 2026, according to the International Organization for Migration. In Washington, Prime Minister Alix Didier Fils-Aimé joined the U.S.-Caribbean Dialogue, while Justice and Public Security Minister Patrick Pelissier attended an Inter-American Development Bank workshop on Haiti's security needs, with partners including PADF, UNICEF, the OAS, the World Bank and CARICOM. Pelissier said two investment areas were identified as agreements in principle: construction of three prisons and specialized judicial centers. SEMANAH and the National Port Authority also announced work to strengthen port buoyage. Separately, FEWS NET reported that dry conditions persist in southern Haiti, with deteriorating vegetation around Jacmel and Les Cayes and below-average rainfall expected to continue affecting crops.
