On Saturday, October 10, 2026, in Carice, in Haiti's Northeast Department, Minister of Public Works engineer Joseph Pierre Louis participated in a groundbreaking ceremony for the construction and rehabilitation of Drinking Water Supply Systems (SAEP), according to icihaiti.com. He was joined by Théophil Ostinvil, Director General of DINEPA, officials from the Northern Regional Office for Drinking Water and Sanitation (OREPA-Nord), and local authorities.

The project is entirely financed by the Public Treasury through the Public Investment Program (PIP) and aims to modernize and strengthen the water infrastructure of Carice and neighboring localities, including Grosse-Roche, Corosse, and Pont-Sable, the outlet reported. With a focus on sustainability and energy transition, photovoltaic panels will be installed to ensure the autonomous and continuous operation of the pumps and distribution systems.

In his address, Pierre Louis said his mission was "to bring the central government closer to local communities in order to directly address the essential needs of the population." He urged citizens and local officials to adhere to land-use planning regulations, particularly along roadsides, to protect public rights-of-way, and called on beneficiaries to care for the new infrastructure to guarantee lasting access to drinking water.
