MPCE Delegation Tours Haiti's Grand Nord to Strengthen Local Planning

A delegation from Haiti's Ministry of Planning and External Cooperation (MPCE), led by Minister Sandra Paulemon, is carrying out a tour of the country's Grand Nord region from September 3 to 7, 2026, according to Le Nouvelliste. The ministry said in a note that the initiative aims to bring public action closer to the territories and to reinforce the capacities of the state's decentralized structures. The minister intends to more closely involve departmental directorates in development planning. As part of the tour, the ministry said departmental roundtables will be held as spaces for dialogue and consultation, allowing local actors to participate in reflections on the challenges, needs and priorities of their territories. The visit follows the launch by the MPCE and the Ministry of Environment (MDE) of a labor-intensive public works program (HIMO) intended to support up to 2,000 families. "Our youth must not have only two options: to leave or to stay without prospects," Paulemon said, according to Le Nouvelliste.
