The Provisional Electoral Council, represented by Counselor Jacques Desrosiers, joined a knowledge-sharing initiative organized under the Francophone electoral network RECEF.
Haiti's Provisional Electoral Council (CEP), represented by Counselor Jacques Desrosiers, participated in an experience-sharing and electoral observation program held during Quebec's provincial general elections in Canada, according to haitilibre.com. The initiative was organized within the activities of the Réseau des compétences électorales francophones (RECEF), aimed at giving participants a better understanding of the mechanisms and procedures involved in preparing, organizing and conducting electoral operations in Quebec. The program unfolded in several stages. Participants first attended a series of presentations led by staff of Élections Québec and external speakers, covering electoral administration, the management of general elections and the organization of ballots. A second phase was devoted to direct observation of electoral operations, through visits to polling stations and several districts in the Quebec City region, including the management of the permanent electoral list. Desrosiers also delivered a presentation on the electoral process, putting into perspective the realities and challenges specific to the Haitian context. His intervention took place before representatives of several organizations, including Action-Haïti, Architecture sans frontières Québec, the Carrefour de solidarité internationale, the CIDIS and the Université de Sherbrooke. The CEP said it intends to continue conducting Haiti's electoral process in an inclusive, impartial and transparent manner.
