Haiti Presses IMF, World Bank for Expanded Concessional Financing
Finance Minister Serge Gabriel Collin urged partners to preserve grant-based terms at the annual meetings in Bangkok.
Haiti's delegation, led by Economy and Finance Minister Serge Gabriel Collin, is pressing international partners for expanded concessional financing during the annual meetings of the International Monetary Fund (IMF) and the World Bank Group, held October 12-18, 2026, in Bangkok, Thailand, according to haitilibre.com. The talks aim to mobilize more resources to address urgent needs, support economic recovery and foster job creation while preserving public debt sustainability. In meetings with World Bank teams, Collin highlighted the dynamism of Haiti's project portfolio and stressed the need to maintain current concessional terms, particularly grant-based financing, which he described as indispensable for a country facing simultaneous security, humanitarian and economic crises. He warned that tightening those conditions could jeopardize stabilization and recovery efforts. At the Small States Forum, discussions centered on mobilizing private capital and creating jobs. Haiti called for faster, more predictable access to concessional resources and better consideration of vulnerability in allocation criteria. Speaking at the Caribbean Caucus Forum, Collin urged regional countries to present a common voice before international financial institutions. The delegation also reaffirmed Haiti's Climate Prosperity Plan and welcomed Haiti's selection among five pilot countries in a UNDP-World Bank cooperation framework.
