Haiti Can Export Duty-Free to the UK Under DCTS Scheme

Haiti can export its products to the United Kingdom without customs duties thanks to the Developing Countries Trading Scheme (DCTS), Le Nouvelliste reported, citing Haiti's ambassador to London, Anaïse Manuel. The DCTS is a trade program covering 65 countries, notably the least developed nations as well as certain low- and lower-middle-income countries. It came into force in June 2023. According to the ambassador, Haiti benefits from the most advantageous level of preferences under the scheme: duty-free access on 99.8% of British tariff lines, subject to compliance with the program's rules of origin and other requirements. The arrangement is intended to expand market access for eligible developing economies. Le Nouvelliste indicated that further details, including how Haitian exporters can meet the program's conditions, were addressed in its reporting. The report did not specify current export volumes between Haiti and the United Kingdom or which Haitian sectors stand to benefit most immediately from the tariff preferences.
