EU Commits €4 Million to Haiti's PMSAN 2 Food Security Program
The Ministry of Agriculture launched the Port-au-Prince metropolitan component of the program, targeting 15,000 vulnerable families in the West department.
On Friday, October 9, 2026, Haiti's Ministry of Agriculture (MARNDR) officially launched the Port-au-Prince metropolitan area component of the second phase of the Multi-sectoral Food and Nutritional Security Program (PMSAN 2) at the premises of the National Coordination of Food Security (CNSA), according to HaitiLibre. The event was attended by EU Delegation Ambassador Hélène Roos, European Development Fund National Authorizing Officer Charles Jean-Jacques, and Expertise France Director David Bruchon. The European Union is funding the component with €4,000,000, supplemented by a MARNDR financing agreement of €254,280. Planned over three years, the program aims to improve living conditions for vulnerable households in the West department, mainly targeting the Palmes region of Léogâne, Grand-Goâve and Petit-Goâve. It seeks to support 15,000 families, or more than 60,000 direct beneficiaries. Activities include rehabilitating irrigation systems, cultivating agricultural land, acquiring equipment, installing greenhouses, developing poultry production, building a food quality control laboratory, and creating temporary jobs. Jean-Jacques also urged support for farmers in Kenscoff, severely affected by violence, saying, 'Kenscoff is an agricultural land which feeds the capital every day.' Coordination will be ensured by the Ministry in partnership with Expertise France.
